English Language Levels: The Complete Guide to Determine English Proficiency 

1. Pre-Intermediate Level
At this proficiency level, English learners can:

a) Talk with English speakers, and network with English-speaking colleagues on familiar topics.
b) Understand slow, frequently used expressions in areas such as shopping, family, and employment.
c) Write about matters of immediate need in simple terms, and basic descriptions of family and friends.
d) Read short, simple texts containing high frequency vocabulary and shared international expressions.

2. Intermediate Level

At this proficiency level, English learners can:

a) Describe experiences and aspirations, and back up their opinion with support.
b) Listen to and understand tv shows in English, but only with English subtitles on.
c) Read fairly simple books in English and know what’s going on in newspaper articles.
d) Write simple texts on topics which are familiar or of personal interest.

3. Upper-Intermediate Level
At this proficiency level, English learners can:

a) Take an active part in discussions in familiar contexts, and provide relevant explanations and arguments.
b) Understand standard speech spoken at a normal speed, provided the topic is reasonably familiar.
c) Understand the main ideas when reading a complex text, as well as contemporary literary prose, articles, and reports.
d) Write clear, detailed texts on subjects related to their interests or area of expertise.

4. Advanced Level 
At this proficiency level, English learners can:

a) Express ideas fluently, and make presentations in the language.
b) Understand subtle jokes and implicit meanings within a conversation.
c) Understand a wide range of demanding, longer texts.
d) Write extensively on a diverse range of topics, and approach unfamiliar ones with ease.

5. Mastery Level
At this proficiency level, English learners can:

a) Express themselves with spontaneity and fluency, and deal with hostile questioning confidently.
b) Write coherently and concisely, with the ability to summarise information to construct comprehensive arguments.
c) Understand everything they hear within the language with ease.
d) Read complex, technical texts at speed.
